Update history tracking to include creation of new ApplicationCenter records, not just updates.

Update Maintenance to either: a) not update the center status from 940-Closed or b) do not sent maintenance if the center status is 940-Closed

Ability to manage date sensitive data like teacher training, certs, etc. and receive automated alerts when expiring

The Preparatory School-Dripping Springs - 35665535 Customer would like the option of an explicit notification to be sent to the school when a parent's payment is successfully processed through TE OR when a parent signs up to use TE.

Customer would like there to be an option for parents to choose whether they want the daily summary sent to them. Currently it's an all or nothing configuration option, and the customer would like to give parents the option to receive if they choose.
