Customer would like to have additional granularity in User Group Limits for controlling whether the 'amount' field can be updated from the Billing Box by a user.
They would like to allow users to access to the Billing Box, but they want a User Group Limit option under 20.20.10.0 to block the default rate in the 'amount' field from being altered by a user.
