Cadence - Add 'FTE Eligible' Field to 'GET /room/list/{id}' API

Cadence would like to add the FTE Eligible field to the GET /room/list/{id} API. They will use this existing field to indicate whether the room is allowing enrollments or not on their end.

Are customers at risk of leaving Procare without this item?	No
Are customers going to competitors for this item?	No
How does this impact the customer's business? It will let Cadence know whether that program is allowing enrollments or not.
