Allow admins to remove payment types from all associated menus

Cadence wants certain users to only have Check and Money Order payment type options when accepting parent payments They tried using the Valid Values feature to manage this, however all payment methods are still appearing for these users when taking parent payments.

It was found this was expected behavior since the Valid Values feature only was suppose to restrict payment types inside of Payments-> Deposits & Payments-> Payments. It was not designed to remove payment types from all dropdown menus. Cadence would like a way to customize the payment types available in all menus but specifically for when users accept parent payments.
