Add the ability to mark children "absent" in the Provider App

Currently, it is very easy to mark a child "present" that is not attending. This throws off head counts and requires the provider to go and delete the incorrect time.

Able to mark children absent of a specific day so they do not show in attendance as an avaiable child to check in.

Currently we will have children who's parents indicate they will not attend and the accidentally get checked in.
