Fix "District Manager/Restricted" role

We had origionally assigned this role to district managers to be able to run their assigned centres. It recently stopped working with the FTE Report and we had to switch all the users back from this role to one that does not filter. I think it is something related to the role not the reports

District Manager/Restriced Role is no longer working

There is a role that I was told to use in the past that woudl restrict users to only the reports they had access to. This roll worked until Aug 2023. I tried to trouble shoot but not understood the issue
