Add Court Restrictions Field to Parent Portal

Right now, new families can enter data for the Court Restrictions field through the new family registration page. However, there is currently no way for families to change that data after they complete registration. Administrators can manually update the data on the admin side. However, there currently is no way for parents to update the Court Restrictions field via the parent portal
