Using convenience fees, partial payments should be charged the percentage, not the full payment

When applying a percentage convenience fee for each payment, and the payment is a partial payment, the system currently takes the convenience fee percentage from the total amount, not the partial amount. Because of this, parents are paying a much larger convenience fee for a partial payment than they should be
