Removing Directors ability to reverse automated late payment fees

Directors are currently removing automated late payment fees. We would like to restrict their ability from removing automated late payment fees. There are permission that can be setup per valid value.  We would like that to work on the charges/reduce revenue screen.  A config to allow automated fees would be placed on the valid value fee type screen when setting up permissions by role.
