Parent notifications of changes to ledger

Customer would like to see a feature that would notify payers via email when there have been changes made to their ledger. The business case is that while the customer has the ability to send out a bulk email to families about charges being processed for a particular cycle, there may be adjustments made to individual ledgers that the center would like parents to be aware of.

Configuration options that would be helpful:

Notify upon any change
Notify upon any new charges only

Customer states that it would be very helpful to have another tool to assist families in managing their financial responsibility to the school. They believe greater awareness of changes to the ledger is desirable to that end.
