The message for the Tuition Express processing error 4000 should direct the user to reboot first

When there is a brief connection issue in Desktop while processing Tuition Express, the program throws the 4000 error message and directs the user to contact support. However, this error is always a brief connection drop and is resolved by either restarting Procare or the entire computer. The error message should tell the user to reboot their PC, and if the problem persists to then call support.
