BBMA needs a report that follows the following criteria:
Qualifiers:
If they withdrew for less than a month and re-enrolled and are currently enrolled, the withdrawal period would not count
If they withdrew for less than a month and re-enrolled and have since withdrawn, the entire enrolled period would count as one enrollment for length of stay with the short withdrawal period not counting against the length of stay
If they withdrew for more than 1 month and re-enrolled and are currently enrolled, the first enrollment period would count in the length of stay report
If they withdrew for more than 1 month, then re-enrolled and have withdrawn again, we would count both enrollment periods as 2 separate periods

Updated mock-up with most recent feedback taken into account:
Customer said that they were fine with removing classroom, and asked if it were possible to have both 'age of child at enrollment start date' and also 'age of child at enrollment end date' on the report.
So this report could be slow to run, but would not adversely affect performance elsewhere in the system.
We do have concerns about 2 data points in the Details section. Classroom should be removed as we don't have historical classroom data so the grouping by classroom would only group them by the last classroom attended. Also, Age needs to have an effective date: is that Enrollment Start, Enrollment End, or the report As-Of date?
Beyond the parameters that they have specified in the original post, the customer is looking for a report that displays a summary-type page, followed by pages of more granular data rather than a 'drillable' report. It should display the number of distinct 'enrollment periods' by the criteria outlined above.
They want this report to be a corporate level report that shows enrollment data across all of their locations.
In the mock-up report attached, in the 'all locations' section in the summary page, it would calculate the sum of enrollment periods across all locations, the average number of enrollment periods across all locations, and finally a weighted average length of enrollment periods.
Detailed pages that follow would calculate the length of enrollment column by the criteria outlined above.
They are looking for an 'as-of' date to run the report by, and filterable.
