Allow click and drag option for easier re-ordering of formulas for billing formulas

Changing the order billing formulas are listed in configuration is very cumbersome. We have hundreds of formulas and have to scroll through the entire list to find some of the schools formulas. It would be helpful if we could sort by formula name or click and drag the formulas rather than needing to click and move each formula one line at a time
