Create pre-enrollment status for "pending payment" situations where parents are able to access engagement.

I was hoping to have another enrollment status created within the desktop application that would enable parents to connect to the engagement side for the purpose of making payments, but not have to have the child set to "enrolled". Currently, setting a child's status to enrolled seems to be the only way for parents to log in and make a payment. Unfortunately this has the side effect of making the child appear as active in our program, when they are not.

My hope was to create a "payment pending" or "pre-enrolled" status that would enable parents to connect through engagement(in the same way they can when the child is set to "enrolled"), while not affected the "enrolled" status reports. I am able to provide specific examples if needed.
