Milestones - CDA - G_Person, AR_Enrollment tables schema changes - Include Last Modified date

Milestones is a user of Cloud Data Access and has requested that a Last Modified column be added to the G_Person and AR_Enrollment tables to know when the last time a record was changed.

Existing entries would need a default value of '1900-01-01' populated and then the date should update to the current date whenever a record is changed. AR_EnrollmentLog already fulfills a similar function for AR_Enrollment but does not appear to be included in the CDA loadout and does not address the request for G_Person.
