No pre-filled answers on pre-registration questionnaire.

I need the re-registration questionnaire to NOT have previous answers visible to parents. I have questions that are required to be answered, but if they have completed the registration process before- their previous answers are populated into the new registration and then parents DO NOT have to update the answers. I just had a parent register a child into the wrong age group because the answer from LAST year was not changed this year.
