Allow centers to send documents back to parents without having to create a new one.

My center would like to utilize the documents feature. What we are running into is that if a parent doesn't complete the document correctly, we have to reject it and completely resend it again. It would be helpful if when rejecting the document, we could just send it back to the parent. It would be even more helpful if we could send it back and leave a comment as to why we are sending it back. I have over 100 students which makes having to resend documents a tedious task and discourages from using the documents feature.
