Add option to set "As of Date" when processing Tuition Express Batch

Customer bills into the future. They also set up future discounts to families.
As the system runs now, in order to not overbill families, they need to be very particilar about their Payer Maximum amount, or set manual calendar reminders to either add in the Ledger lines or edit the amount certain families would be billed.
Example: It is July. They want to add the ledger lines for August, and September, but they do not want to bill for September.
