Schedule Rate Changes

Would be good if I users could schedule a future rate change in advance to avoid having to remember when a rate will change. This would be similar to making a future scheduling change on a child's change in schedule. Often the rate can change either with a change in class, new rates for the school year, or a change in subsidy. I have to put it on my calendar to plan for these changes, but would prefer to do it right away and schedule in Procare for the future.
