Include children who are absent on monthly attendance summary

Include children who are absent on the attendance monthly summary, so that when I am billing with counties, I can see that they are on the list but absent, as opposed to missing them altogether. Attendance summaries should list all children, regardless of whether they have attended yet in the month.
