A child status option of unenrolled, but can still access data

Especially for summer breaks, but even families who withdraw completely, if we unenroll a student, it would be nice for parents to still be able to log in to make payments (if they are past due, or we are requiring a reenrollment fee before they are enrolled again)

It is also helpful for us to access procare messages, and once a child is not enrolled, we cannot access those messages (For proof of parent acknowledgements, to reference back on dates or details parents sent to us via message, etc.)
