Allow sites to add milestones to corporate lesson plans

Lesson plans can be created at the corporate level

When you go to a specific site and access that lesson plan, it doesn't let you edit it and add milestones

Also cannot add milestones in the app

    This does not directly align with the current initiatives slated for the 2021 roadmap. However, the team is going to review Pendo to determine if we see any matching requests coming direct from customers. Based on our findings, we'll determine if this item should be prioritized.
