Ability to limit access to Tags for non-admins

In the staff role and permissions, there is not a setting for tags permissions. Client is concerned that teachers may accidentally delete or modify tags.

Please consider making permissions around tags for "read" or "no access" to allow center's to control who can make edits to tags.
