Be able to delete the first line of a Recurring Plan or Invoice

Currently an Invoice or Rucurring Plan (Tuition) will not allow you to delete the top line on the Invoice.
This is by design as an Invoice would require at least one item.
I would like it to be able to be deleted on the condition that other line items exist.
Then make it so that if only one line item exists, it cannot be deleted.
