Allow SCW parents to create parent portal 2 credentials in the Family portal

Currently SCW Administrators have to create parent 2 login credentials as these are not created automatically during registration as they are for Parent 1. If this could be a feature in the parent portal then guardian one would be able to setup the user id and password, and guardian two could reset password once logged in. This would reduce work for the SCW administrators.
