Parent Access to Portfolios

Customer would like Portfolios to be available to parents within the app or Parent Portal.

They understand they can email, download, or print the portfolios, but they would like parents to access student portfolios on their own at any point in time without staff manual intervention.

Suggestion: Like the user-controlled setting "Allow Parent to Edit Family Records", add a toggle to determine if parents can access their student's portfolio.
