Add Staff Signature Option When SISO/Transfer Students

A center was recently cited by their state for R9-5-306 #1 which states that the attendance form is signed with at least a first initial of an individual 's first name and the individual's last name by each enrolled child's parent or individual designated by the enrolled child's parent, each time the enrolled child is admitted or released. They were unable to track which staff member transferred students into their aftercare classroom due to the lack of a digital signature. The name on the SISO record is not enough. The signature capability is currently only available to parents, but not staff members.
