Incident notifications for admins

Customer from BAM 34840000 says that the admins at her location need to be notified when there is an incident report made, so they can approve it as soon as possible and notify the families. After some testing, myself and another agent confirmed that staff - admins or not - do not receive notifications for submitted incident reports. Advising customer that staff messaging receives push notifications so that is a good workaround for now, but it would be much easier and would draw an admin's attention more if they were notified directly of an incident when it occurs.
