Remove Pay Now Button for Desktop + Engage if Engage Payments are not enabled

Customer does not have Engagement Payments Enabled.
Parents still have a Pay Now Button
Clicking the button leads to
"Your school (XXXXX) does not currently accept online payments (ACH or CC) through Procare".
Customer would like the button removed when Engage Payments are not enabled.

The wording is also misleading, because they do accept payments in Desktop.
