Disable Staff Only Checkbox

BAM 1774003 would like the option to disable the "staff only" checkbox in the incident report so that incident reports always go right out to families without needing to be approved, and staff can't accidentally check this box. They do not want staff to be able to select an activity to be "staff only" and require approval. They want all logged activities to go straight to families without approval.
