adjust the default year when running tax statements

Currently, when a parent is generating a tax statement, the default year is 2018. The parent needs to select the year and scroll down to the most current year. It would be better if the most recent year was the default and the list could display the years in reverse order with 2018 at the bottom of the list. Most of the time, people want to run tax statements for the most recent year.
