Recurring Attendance Plan Improvement for Late Pick Up Fees

I often have requests from customers who are using recurring Tuition plans but also want to be able to invoice parents for late pickup fees based on attendance. If you assign an attendance plan to a student who only has a tuition plan and the student does NOT have any late pickup fees during that billing period, the parent will receive an invoice saying that there were no late pickup charges. This is awkward and results in customers just adding in the late pickup fees manually. It would be nice if the recurring Attendance plan for just late pickup fees would not send anything to the parents if there were no late pickups,
