Allow Messaging to On Hold Families

BJ Long at Primrose School of Simpsonville at Five Forks would like to have the option to message Families that are currently in the Enrollment status "On Hold." BJ advised that the families listed under "On Hold" are their pre-registered and waiting list families and they need to be able to communicate with the group often.

I did advise using Tags to bulk move the children between enrolment statuses however he advised "We have used the tags but it is still too much. We would like to request a ticket to allow messaging to on-hold families. We are able to send newsletters to them and need to be able to message/text them as well. Often.
