Unenroll users when PPD add on is canceled

Now that PPD has been available for more than a year, customers are starting to cancel. Currently there is no link between the churn cases and the LMS, so the Professional Development team isn't notified when customers churn/cancel and those customers continue to have access to PPD. We need a system, whether automated or manual, to unenroll these customers from PPD, keep their accounts active, and cancel the access code associated.


There is currently code that does part of these features (looks for users with access codes that have expired and unenroll them/deactivate the facility reports) however, it is unknown what triggers this to run and it was deactivated/commented out to prevent errors.
