Make Bundles default Pricing in BAM

Request received from Mary to switch the default pricing method on new TE boards from Tiered to bundles. Based on her feedback, the majority of new boards are bundles. Support has the ability to change the rates, but if they forget an app could be processed with the wrong pricing information.

Currently in BAM there is a button to apply either the tiered or bundle rates. However the default pricing is loaded with the traditional 12 tier format. Support must press the button or manually key the bundled rates.
