Dynamically enable/disable partial approvals by transaction

partial approvals are enabled by default on all accounts in the TSYS terminal template; there is no way to override this and disable the setting for those who do not wish to receive partial approvals

We need a way to dynamically enable/disable this setting at the transaction level or account level or both
