Rates should be required for all classroom types before a user is able to save a PRA

Currently our schools are able to save PRAs without selecting a rate for all classrooms setup with the "Event" Classroom Type. We have noticed there are some PRAs setup which do not have a rate, families are not being billed for the classroom and there is a loss of revenue for the company.
