Add a Meals Served/ Claimed report to OL

A customer requested that a report be added to OL that shows how many meals they are getting reimbursed for each child. They also want the ability to choose how many melas a day are claimed. They essentially requested the same functionality as the Meals Served/ Claim report from DT.
