Be able to send a message to all parents/staff at all/some locations through the Corporate Portal

Customer would like to be able to send a message to all parents/staff at all/some locations through the Corporate Portal.
They will likely want this to include the Emergency SMS option, but an even just messaging without the SMS option would be a big initial win.
