Update the "Name on Card" field validation in Online to require both a first and last name before allowing the user to save the payment method.

Summary:
Currently, when setting up a payment method in the Online platform, the "Name on Card" field only requires a single name (e.g., just a first or last name). However, this field is passed directly into BAM, which requires both a first and last name to process a refund.

Problem:
If a parent enters only one name (e.g., just "John"), the payment setup appears successful, but when a refund is later attempted, BAM returns an error due to the missing last name. Resolving this requires manual intervention by the payments development team to add the missing last name in BAM.

Request:
Update the "Name on Card" field validation in Online to require both a first and last name before allowing the user to save the payment method. Or make "Name on Card/Account" two fields for First and Last name. This will help prevent refund failures and reduce the need for backend corrections by the development team.

Impact:
