Observation dates added to Portfolios

A longstanding complaint is that student portfolios do not actually include the dates for individual Observations.

The date range for portfolios is not sufficient in the customer's opinion to provide the information they want to show parents. Customer wishes to show parents the student's journey, and dates associated with observations would inform parents of important context that is currently missing.
