Limit User ID/Login to specific center, sharing not allowed

At this time, when we create credentials for a center to use, there is nothing stopping them from using it for all of their locations. Our pricing is assessed per center and right now there is no way to monitor and control the usage for multiple centers and ensure the appropriate charges are being assessed accordingly.
