I recommend that Procare be fixed so that a custom schedule can't be created and saved without at least one line of data in it.

Currently a custom schedule can be created without anything in it. That means the child won't have any FTE value, but also doesn't appear on the report of children without a schedule, so we won't know the issue exists.
