User/School Permission for Show/Hide Charge Descriptions

Customer has schools on shared IKN
They want to allow users access to Charge / Credit Descriptions, but they want users to only be able to access and edit/hide for their own locations.

If they have access to schools A and B, they can edit and hider Charge / Credit Descriptions for schools A and B, but they cannot see or change anything related to school C.

This is a continuation of https://procaresoftwareportal.ideas.aha.io/ideas/DESK-I-257, but I assumed it is a different enough ask that it needed a different idea.
